Resize first, compress second

This is the single most useful thing to know about image size, and most people skip it. Quality settings throw away detail within the pixels you have. Reducing the dimensions throws away pixels you were never going to see. The second is far more effective and usually less visible.

A 4000-pixel-wide photo displayed in a 800-pixel column is carrying five times the width anyone will ever look at. Bring the dimensions down to what the destination actually uses, then apply modest compression, and you get a small file that still looks sharp.
